HAYDEN AREA REGIONAL SEWER BOARD

October 18, 2012

 

The Regular Meeting of the Hayden Area Regional Sewer Board was held on October 18, 2012, in the City of Hayden Council Chambers at 8930 N. Government Way, Hayden, ID.

 

Present:           Stefan Chatwin, Dan Green, Kenneth Sewell, David Weinstein        

 

Absent:            Ron McIntire

Oliver, Hayden Area Regional Sewer Board-Secretary; Paul Klatt, J-U-B Engineering; Larry Comer, Welch-Comer Engineering; Nancy Stricklin, Hayden Area Regional Sewer Board-Attorney; Sean Hoisington, City of Hayden- Public Works Director; Shirley Carter, Hayden Area Regional Sewer Board-Chief Operator;

 

The meeting was called to order by Stefan Chatwin, Acting Chairman at 3:00 p.m. 

 

There were no additions or corrections to the posted agenda. 

 

Consent Calendar

 

It was moved by Kenneth Sewell, and seconded by Stefan Chatwin, to accept the Consent Calendar as presented:  Approval of the September 13, 2012 Regular Meeting Minutes; Approval of the October 4, 2012 Special Meeting Minutes; Approval of September General and Construction Financial Reports; Approval of the Bills: General, Construction, and Replacement.

Engineer’s Reports

 

Paul Klatt informed the Board that the Facilities Plan has been reviewed by the Idaho Department of Environmental Quality, and that no major comments were made that needed to be addressed.  Paul passed out the updated Wastewater Treatment Facility Plan Public Review Draft bound copy and comment cards for each entity to put out on display for public review. The public comment period will end with the public hearing on November 1, 2012 at which time the Board after taking into account the public comment may make their selection of the facility plan alternative.

 

Dan Green arrived at 3:04 p.m...

 

Larry Comer had no new information on the Outfall. 

 

Administrative Reports

 

Ken Windram gave his Administrative report, which is attached hereto.

Ken Windram discussed the 10 year assessment on the Spokane River, the amount of information and data needed to make the assessment; he also updated the Board on the Task Force and language that will possibly be added to the permit, see attached information.

 

Ken discussed the lagoon liner, and that we are empting the lagoon for the liner inspection.  Northwest lining will be inspecting the liner, and then repair or recommend for replacement as needed to meet our permit requirements.

 

Ken also gave and update to the Board from last month’s discussion on the SRSP and SRRTTF costs, see enclosed document.

 

Ken then presented a Power Point presentation on the scum pit upgrade, kudos to the HARSB staff for doing such a great job.

 

Shirley Carter’s gave her Chief Operator’s report, which is attached hereto.

Shirley discussed the Lake City Infrared report, see enclosed report.

 

Shirley brought up the Screw Press Demo that was onsite this past month, and thanked the City of Hayden for the use of the picnic tables.

 

 

Entity Reports

 

City of Hayden – no report

 

Hayden Lake Recreational Water and Sewer District (HLRWSD) – Public comment meetings have been held regarding the upcoming LID formation, the public hearing for the LID will be November 14, 2012 at Hayden Meadows Elementary School.

 

Kootenai County – no report

 

 

SEP Fund

 

Ken Windram reported that he met with John Tindall, Idaho DEQ on this issue, and that he is not excited about the Hayden Dump Station at Honeysuckle Beach.  John Tindall asked that Ken Windram contact a County Agency who does the Septic Stations to see if we can participate in one of their already planned stations that would have more use than one located at Honeysuckle Beach.

 

 

Approval for JUB to Provide Additional Services Scope of Work General Contractor Prequalification for WWTP Construction.

 

It was moved by Dan Green, and seconded by Kenneth Sewell, to authorize the additional scope of services in the amount of $12,500.  See attached contract.

Nomination of ICRMP, Region 1, Board of Trustee, if other than already nominated incumbent Garret Nancolas

 

The Board discussed this ICRMP position, and decided not to submit a nomination for this position.

                       

 

Approval of/Rejection of Additional Premium Terrorism Coverage

 

It was moved by Dan Green, and seconded by Kenneth Sewell, to reject the additional premium terrorism coverage, see enclosed premium.

Executive Session 67-2345 1(a)

 

It was moved by Kenneth Sewell, and seconded by Dan Green, to recess and go into Executive Session per Idaho Code 67-2345, subsection (1) (a) to consider the hiring of a public officer, employee, staff member or individual agent.
